Building cold storage in the Netherlands

The Netherlands is Europe's gateway for perishable imports, with Rotterdam, the Westland horticulture cluster and large food and pharma distribution centres. Permitting and grid capacity are key constraints.

Short answer

Dutch ammonia refrigeration is designed to the PGS 13 guideline, refrigerants follow EU Regulation 2024/573, and permits are handled under the Environment and Planning Act (Omgevingswet, in force since 2024). The NVWA oversees food safety and the IGJ oversees pharmaceutical distribution. Check grid congestion early.

Netherlands: food trade, cold-chain buyers and project boundaries

Rotterdam qualifies as an additional infrastructure-backed market, not because national food imports are treated as domestic consumption. Port transhipment, processing, local distribution and onward European trade require separate dwell-time and ownership boundaries.

Port cold-store owners and reefer logistics / distributors

Cross-dock interfaces, bonded inventory, peak receiving/dispatch and traceable handover; verify the buyer's own extension or retrofit plan.

Produce packhouses and seafood processors

Product-specific cooling, batch freezing and finished-stock holding, distinct from port transhipment capacity.

Site and utility evidence to obtain

Confirm actual port/inland location, grid-connection commitment, electricity tariff, local design weather and refrigerant/fire permit pathway. A documented logistics facility does not establish power availability at another site.

Import / cold-chain requirements — jurisdiction matters

  • European Commission import-control guidance says animal-origin goods must come from authorised countries and applicable consignments require official certificates and border checks. Check commodity, origin, establishment eligibility and the competent Dutch border authority; import eligibility is not a refrigeration installation approval.European Commission · Current procedure; accessed 19 October 2026

New-build CAPEX
Allocate civil works, insulated envelope, refrigeration, power, water, controls, commissioning and permit responsibilities; include exclusions.
Retrofit / expansion
Survey existing assets, refrigerant and available power; specify shutdown windows, temporary storage and staged acceptance.
Service / lifecycle
Separate maintenance, calibration, monitoring, spares and response coverage from equipment supply; establish local licensing and measurable obligations.

Product limits come from applicable commodity rules and your QA plan, not a generic chilled/frozen range. Refrigeration duty and installed price require engineering and scoped proposals. Optional team procurement is for projects USD 250,000+.

Optional team-reviewed RFQ

Regulations

Guidelines and the environmental permit define the plant.

  • PGS 13 sets safety requirements for ammonia refrigeration installations.
  • EU F-gas Regulation 2024/573 applies to fluorinated refrigerants.
  • Omgevingswet permits, NVWA food safety oversight and IGJ GDP inspections.

Typical projects

Import and re-export logistics dominate.

  • Port cold stores in Rotterdam and Vlissingen for fruit, meat and fish.
  • Horticulture and fresh-produce cooling in Westland and around Venlo.
  • Pharmaceutical European distribution centres in Brabant and Limburg.

Design points

Energy and grid limits push efficiency.

  • Grid congestion can delay new connections — consider on-site solar and storage.
  • Energy-saving obligations make heat recovery and efficient plant standard.
  • Ammonia/CO₂ cascades are common in large frozen warehouses.

Buyer questions

Which guideline applies to ammonia refrigeration in the Netherlands?

PGS 13 is the Dutch guideline for ammonia as a refrigerant, used by permitting authorities to set safety requirements.

What permit does a new cold store need in the Netherlands?

Permits are handled under the Omgevingswet through the municipality and environmental services. Requirements depend on refrigerant, size and location.

Is grid capacity a problem for new cold stores?

In many regions yes. Grid operators report congestion, so request a connection early and consider solar, batteries and efficient plant.

Can ColdMatch introduce suppliers for a Dutch project?

Yes. ColdMatch reviews your brief and introduces independent suppliers; it does not manufacture, install or finance equipment.
