Building cold storage in the United States

The US is the largest cold storage market in the world, driven by food retail, e-grocery, protein processing and pharmaceuticals. Projects face three main planning issues: refrigerant rules, ammonia safety and a tight contractor market.

Short answer

For a US cold storage project, plan early for the EPA AIM Act refrigerant transition (new systems are moving away from high-GWP HFCs), OSHA Process Safety Management if the ammonia charge exceeds 10,000 lb, and FDA FSMA food-safety requirements. Size the building from secured throughput, then compare at least three independent quotes on the same brief.

Regulations that shape the design

Refrigerant choice is now a regulatory decision as much as an engineering one.

  • EPA AIM Act Technology Transitions rule restricts high-GWP HFCs in many new refrigeration systems — CO₂, ammonia and low-GWP blends are the main options.
  • OSHA PSM (29 CFR 1910.119) and EPA RMP apply to ammonia systems above 10,000 lb; smaller low-charge ammonia designs avoid much of this burden.
  • FDA FSMA rules, including sanitary transportation, affect food storage, temperature records and loading docks.

Typical project types

Demand is spread across several segments with different specifications.

  • Multi-temperature distribution centres for retail and food service.
  • Automated high-bay frozen warehouses (ASRS) where land and labour are expensive.
  • Pharmaceutical +2…+8 °C and controlled-room-temperature storage near logistics hubs.

Budget and timeline drivers

Costs vary strongly by region, labour rates and building height.

  • Clear height and racking type drive pallet density and cost per pallet.
  • Freezer floors need insulation and underfloor heating to prevent frost heave.
  • Contractor availability often sets the timeline — lock long-lead refrigeration equipment early.

Official sources for these rules

Rules on this page are summarised from the regulators and legal texts below. Always read the current version before design or tender.

Buyer questions

How much does it cost to build cold storage in the USA?

It depends on size, temperature, height and region. Use the estimator above for a first planning range and our US construction cost guide for per-square-foot benchmarks; only supplier quotes give firm numbers.

Which refrigerant should a new US cold store use?

Most new industrial projects choose ammonia (often low-charge), CO₂ transcritical, or an ammonia/CO₂ cascade, because the AIM Act is phasing down high-GWP HFCs. The right choice depends on size, site safety and operator skills.

When does OSHA PSM apply to a cold storage facility?

OSHA Process Safety Management applies when a process contains more than 10,000 lb of anhydrous ammonia. Low-charge packaged ammonia systems can stay below that threshold.

Can ColdMatch help with a US project?

Yes. ColdMatch reviews the brief, prepares a comparable RFQ and introduces independent suppliers. It does not build, sell or finance the facility.
