Before
- Two supplier concepts sized on room volume only, with no allowance for door traffic or intake pull-down
- Qualification (IQ/OQ/PQ) and temperature mapping mentioned nowhere in either concept, so prices were not comparable
- Redundancy assumed differently by each supplier: one single plant, one N+1 — a difference of hundreds of thousands of dollars
