Cold Storage Business Case Checklist
Accessible companion to ColdMatch's original five-page checklist, reviewed 18 October 2026. These are evidence-gathering prompts, not engineering specifications, current regulatory findings, financial advice or supplier promises. Source scenario horizons and counts are planning assumptions, not mandatory thresholds.
Updated · ColdMatch Group editorial team. Planning guidance; qualified engineering review required.
PDF sections 1, 6 and 8: define the project, separate verified inputs from scenarios and record funding and risk assumptions before procurement.
Project definition and business case
For each item record an owner, status/notes and date. Retain unresolved actions; checklist completion is not a site or project approval.
- Document the business objective: new build, expansion, replacement or relocation.
- Agree a 5–10-year demand forecast with commercial and supply-chain leadership; this is the source planning horizon, not a prediction.
- Define product profiles: temperature class, pallet type, weight, packaging and shelf life.
- Record pallets in/out per day, peak versus average throughput and seasonality.
- Approve the budget envelope: capital range, contingency assumption and financing appetite.
- Log land, grid capacity, water, permitting and timeline constraints.
Energy, sustainability and metering
Source section 6 requests scenarios for qualified specialist review.
- Record energy in kWh/m³/year with base, optimistic and pessimistic scenarios.
- Define sub-metering per chamber, compressor, condenser and lighting circuit.
- Evaluate PV, batteries and heat recovery with a 20-year NPV scenario, not payback alone; the source horizon is not a guaranteed asset life.
- Define leakage monitoring and reporting workflows; establish any local reporting obligation separately.
Commercial, financing and risk
Source section 8 asks for a 20-year TCO scenario. Existing tools have stated horizons; do not relabel a 5- or 10-year output as 20 years. ColdMatch and Global B2B Group do not lend or provide financial advice; independent financing introductions are optional and consent-based.
- Record capital, energy, maintenance, refrigerant and downtime cost assumptions and exclusions.
- Map cash, leasing, export-credit agency support, project finance and grants for independent adviser review, without implying availability.
- Review currency and escalation clauses for long-lead equipment.
- Review construction all-risk, business-interruption and product-liability insurance scope with qualified advisers.
- Keep risks, owners and mitigations; the source suggests at least 12 categories, not a statutory minimum.
