The 6 Stages of a Cold Chain Project: From Brief to Commissioning
Most cold room and industrial refrigeration projects fail before a supplier is ever contacted. Here is the six-stage roadmap serious buyers follow — and where RFQs fit in.
Quick answer
Most cold room and industrial refrigeration projects fail before a supplier is ever contacted. Here is the six-stage roadmap serious buyers follow — and where RFQs fit in. Defining the project brief: product, temperature range, throughput, storage volume, site and power constraints — before contacting any supplier. A written brief is what makes later supplier quotes comparable.
Key takeaways
- What is the first stage of a cold chain project?
- When should an RFQ be issued in a cold room project?
- Does ColdMatch connect buyers directly with manufacturers?

Cold chain projects — cold rooms, blast freezing, industrial refrigeration plants, pharma cold chain facilities — follow a predictable sequence. Buyers who skip stages pay for it later in change orders, mismatched equipment and stalled commissioning. This guide walks through the six stages we see on serious projects, generally USD 250,000 and above.
Stage 1: Define the project before naming any supplier
Write down the product, the target temperature range, daily throughput, storage volume, country and site constraints, power availability and the operational goal. A project that starts with 'we need a supplier' usually ends with three incomparable quotes. A project that starts with a written brief ends with comparable proposals. Our project-before-supplier guide explains why this order matters.
Stage 2: Estimate the thermal load and size the system
Cooling duty drives everything: compressor selection, panel thickness, floor insulation, energy cost and budget. Use the cooling load calculator or the cold room planner to get a defensible kilowatt figure before anyone quotes. A supplier quote without a load basis is a guess with a price tag.
Stage 3: Set the budget band and the funding pathway
Decide whether the project sits in the USD 250K–750K, 750K–2M, 2M–8M or 8M–100M+ band, and how it will be funded — internal capital, leasing, project finance or an export-credit-backed structure. ColdMatch does not lend and does not give financial advice; qualified projects may be introduced to independent financing partners.
Stage 4: Prepare the RFQ
A supplier-ready RFQ includes the room or plant specification, temperature zones, throughput, door and dock details, electrical supply, backup power or autonomy requirements, refrigerant preference or constraints, compliance regime (HACCP, GDP, 21 CFR Part 11 where relevant), timeline and budget band. The RFQ builder walks through exactly these fields and produces a downloadable brief.
Stage 5: Source and compare suppliers — manually
ColdMatch is not an automatic marketplace. After a request is submitted, our team reviews the brief, understands the project, and only then searches for suitable suppliers and makes introductions where relevant. Directory pages are for discovery and research; matching and introductions are managed by people, not by an algorithm pushing sponsored listings. The ColdMatch procurement records document this stage by stage for delivered projects: the brief that was reviewed, the RFQ package issued, how each shortlist was built and scored, and the commercial outcome.
Stage 6: Normalize bids and close
Line up proposals on the same basis: scope, refrigerant, insulation spec, controls, commissioning, warranty, spares and exclusions. The lowest headline price is rarely the lowest project cost. Our quotation comparison guide and the completed project case study show what normalization looks like in practice.
The short version
Brief first, load calculation second, budget third, RFQ fourth, sourcing fifth, bid normalization sixth. Skip a stage and the project pays for it at commissioning. Start your RFQ when the brief is ready.
