2. Codes, standards & compliance

All equipment and workmanship shall comply with the latest editions of the following, in order of precedence:

- BRCGS Storage & Distribution
- EN 378
- ASHRAE Handbook — Refrigeration (latest edition) as engineering reference
- EN 378 / IIAR-2 for refrigerant safety (as applicable to chosen refrigerant)
- Local Nigeria electrical, fire and food-safety codes shall govern where more stringent.

5. Refrigeration system requirements

- **Refrigerant:** Open — supplier to propose with GWP, safety and TCO justification
- **Redundancy:** N+1 at plant level (compressors, condensers, pumps, controls)
- **Pull-down:** rooms shall reach set-point from ambient within 24 h at design ambient with product load = 0.
- **Set-point stability:** ±1.0 K in chilled rooms, ±2.0 K in frozen rooms, ±0.5 K in pharma rooms.
- **Efficiency:** part-load COP shall be reported at 25 / 50 / 75 / 100% at ARI-540 / EN 12900 conditions.
- **Noise:** ≤ 75 dB(A) at 1 m from any compressor package; ≤ 55 dB(A) at property line.
- **Refrigerant leak detection:** dual-technology sensors interlocked with plant trip and remote alarm.
- Supplier to submit heat-load calculation, P&ID, pipe sizing, and equipment schedule with quote.

6. Envelope, insulation & doors

- Insulated panels: PU/PIR, density ≥ 40 kg/m³, class B fire rating minimum (EN 13501 / FM 4880 where applicable).
- Panel U-values: chilled ≤ 0.30 W/m²K; frozen ≤ 0.20 W/m²K; deep-frozen ≤ 0.16 W/m²K.
- Vapor barriers continuous; floor heating cable grids under frozen rooms with monitoring.
- Cold-store doors: motorized bi-parting or hi-speed roll-up, heated frames, safety edge, opening cycle rating ≥ 200,000.
- Dock equipment: insulated levellers, inflatable shelters, air-curtains at every reefer bay.

7. Controls, BMS & monitoring

- Refrigeration controls: open-protocol (Modbus TCP / BACnet IP) — no proprietary lock-in.
- BMS shall log temperature at ≤ 5-min intervals for a minimum of 24 months with tamper-proof audit trail.
- Remote alarm to on-call engineer via SMS + email; escalation matrix documented.
- Trending, KPI dashboard and export to CSV / API for buyer's ERP / WMS.

8. Electrical, power & backup

- **Primary supply:** Utility grid with diesel/gas backup genset (N+1)
- Backup power shall carry 100% of refrigeration load, 100% of controls, 50% of lighting, and dock equipment.
- Auto-transfer time ≤ 10 s; fuel or battery autonomy ≥ 12 h at full load.
- Power quality: THDi ≤ 5%; power factor ≥ 0.95 at PCC.
- All motors ≥ IE3 (IEC 60034-30-1); VFDs on all compressors and evaporator fans.

9. Testing, commissioning & handover

- **FAT (Factory Acceptance Test):** buyer or nominated inspector to witness; pass/fail criteria pre-agreed.
- **SAT (Site Acceptance Test):** performance run over ≥ 72 h at design load; deviations logged and re-tested.
- **Pull-down test:** empty and loaded pull-down curves recorded.
- **Temperature mapping (empty + loaded):** minimum 12 data-loggers per room, 48 h each phase.
- Independent commissioning agent recommended and priced as an option in the bid.

10. Documentation deliverables

Supplier shall deliver, prior to final payment, hard copy + editable soft copy of:
- Heat-load calculation, refrigerant charge calculation, pipe-sizing report
- P&ID, single-line electrical, control philosophy, cause-and-effect matrix
- As-built drawings (architectural, structural, MEP, refrigeration)
- Equipment datasheets, serial numbers, refrigerant certificates
- O&M manuals in Nigeria local language + English
- Training records (minimum 3 buyer staff, 3 days on-site)
- Spare parts list with 24-month critical spares priced separately

11. Warranty, spares & lifecycle

- **Warranty period:** 2 year(s) from SAT sign-off, parts and labour, response ≤ 24 h.
- **Critical spares stocked:** 2 year(s) of consumables and wear items priced at bid stage.
- **Service level agreement (SLA):** MTBF, MTTR and uptime targets shall be quoted for optional 5-year extended service.
- **End-of-life:** supplier shall quote refrigerant recovery and equipment take-back option (F-Gas / Kigali compliant).
