The design basis should state throughput in tonnes or pallets per peak hour, the incoming product temperature, and the required time to pull down. Sizing on storage volume alone systematically underestimates duty on these projects.
Land cost pushes designs upward. High-bay chambers with automated storage reduce footprint but introduce rack loading, floor flatness, sprinkler and stratification questions that must be resolved in the design basis. Air distribution in a 12 m or 20 m high chamber behaves nothing like a 6 m room; specify the required temperature uniformity as a number, in °C, and require the supplier to demonstrate it.
Pharma and life-science air cargo add a validation layer. GDP-aligned chambers need mapped temperature distribution, calibrated sensors with traceability, alarm escalation with defined response times, and IQ/OQ/PQ documentation. That documentation is a real cost line and a real programme item — it belongs in the scope of supply, not in a footnote.

Amsterdam pricing tracks Rotterdam closely for the mechanical scope but runs higher on civil and land-related items. Where a project goes high-bay, the floor specification, rack system and automation typically exceed the refrigeration plant in value, so it is worth splitting the RFQ into separate lots — envelope and refrigeration, racking and automation — rather than asking one contractor to price everything and mark up the parts they do not control.
Operating cost is heavily influenced by door discipline in a cross-dock operation. Every open dock door in a +2 °C chamber at 30 °C ambient is a continuous load. Fast doors, air curtains and a temperature-controlled dock buffer usually deliver better returns than any incremental plant efficiency measure. Require annual kWh estimates that state the assumed door-open time — otherwise the numbers are not comparable.

The cold storage RFQ process in Amsterdam
