F-Gas Regulations — Refrigerant Compliance for Cold Chain Buyers

The revised EU F-Gas Regulation (EU) 2024/573 tightens the 2014 phase-down: HFC supply drops ~95% by 2030 and to zero by 2050 for most applications. New cold storage, industrial refrigeration and heat pumps must use low-GWP alternatives (NH₃, CO₂, R290, HFOs). Servicing high-GWP systems is progressively banned. Buyers awarding equipment today should assume any R404A/R507/R134a system will strand within 5–10 years.
Why this regulation matters
Choosing a high-GWP refrigerant in 2025 exposes the buyer to service unavailability, forced retrofits and asset stranding well before end-of-life. It also blocks green-financing and ESG-tagged capital.
Who must comply
Operators of any stationary refrigeration, air-conditioning or heat-pump system in the EU/EEA; equivalent regimes: UK F-Gas, US AIM Act (EPA), Kigali-ratifying countries worldwide.
Phase-down calendar (EU 2024/573)
2025: HFC supply cap −60% vs 2015 baseline. 2027: −70%. 2030: −95%. 2050: full phase-out for most applications. New stationary refrigeration >40 kW: GWP ≤ 150 from 2027. Heat pumps and split ACs have separate schedules. UK regulation follows a parallel but slightly lagged path.
Alternatives by application
Large industrial cold storage (>300 kW): NH₃ (R717) or NH₃/CO₂ cascade. Medium-size (50–300 kW): R290 (propane) packaged chillers or CO₂ transcritical. Small commercial: HFOs (R1234yf, R1234ze), R32 for AC. Ultra-low temp: CO₂ subcritical or NH₃/CO₂ cascade.

- ✕Specifying R404A or R507 for new-build — banned for new equipment.
- ✕Ignoring the servicing ban for GWP > 2,500 recovered refrigerant.
- ✕No leakage-check schedule in the maintenance contract.

Can we still buy R404A systems?
Not for new-build in EU/UK. R404A servicing with virgin refrigerant has been banned since 2020 for GWP > 2,500. Any new system spec must use low-GWP fluids to stay operable through 2030+.
