How to Write a Cold Storage Requirements Document Suppliers Cannot Twist

A vendor-neutral template and worked example for the single most valuable artefact in any industrial refrigeration project — a requirements document precise enough that two independent engineers would produce comparable designs from it.

The most expensive line item in a cold storage project is rarely the compressor, the panels or even the land. It is the missing requirements document. When buyers go to market without one, every supplier writes their own version of the project, prices it on their own assumptions, and the buyer ends up comparing quotes that look similar but describe fundamentally different facilities. What a requirements document is (and is not)

A cold storage requirements document is not a wish list, not a marketing brief and not a data sheet. It is an engineering specification, written by or for the buyer, that defines the project in enough detail that competing designers arrive at comparable technical answers. It exists before any refrigeration brand, EPC or panel supplier is invited to quote.

The minimum sections

  • Product profile: SKUs, temperature classes, respiration and latent heat where relevant, packaging, pallet configuration, expected turnover.
  • Volume and growth: current pallet or m³ storage, projected 5, 10 and 20 years.
  • Throughput profile: daily and seasonal inbound/outbound peaks, blast freezing tonnage, dwell times.
  • Temperature zones and tolerances: setpoints, allowable excursions, monitoring density.
  • Site ambient design conditions: local summer and winter design temperatures — not a national average.
  • Building constraints: plot size, height, adjacencies, ground conditions, seismic and wind loads.
  • Energy context: tariff structure, time-of-use windows, grid reliability, on-site generation potential.
  • Regulatory regime: HACCP, BRC, IFS, FSMA, GDP, F-gas / HFC phase-down, local codes.
  • Workflow interfaces: docks, staging, picking method, WMS, transport type, reefer parking.
  • Lifecycle expectations: target life, planned upgrades, decommissioning strategy.
  • Commercial framework: single-source vs. multi-package, EPC vs. design-bid-build, warranty, service, spares.
  • Financing constraints: capex ceiling, financing structure, target return, tax treatment.
  • Why generic templates fail

    Most templates online are written by manufacturers. They emphasise the fields the manufacturer's configurator can price, and quietly omit the fields that would allow a buyer to compare two rival architectures. A serious requirements document treats refrigerant, controls and envelope as open technical questions — not as pre-decided answers.
