Country refrigeration procurement brief · Canada
Industrial refrigeration and cold storage procurement in Canada
Canadian cold chain demand comes from food distribution, seafood, agriculture and pharmaceuticals across a very large territory. The cold climate helps with free cooling but creates its own design challenges.
Direct procurement answer
A Canadian cold storage project should be designed to CSA B52 (mechanical refrigeration safety), meet CFIA Safe Food for Canadians Regulations for food and Health Canada GDP guidance for medicines, and account for federal HFC phase-down rules. Use the cold climate for free cooling and heat recovery, and protect freezer floors against frost heave.
For a cold storage project in Canada, define throughput, temperature zones, clear height, refrigerant constraints and utility capacity before requesting prices. Use one technical brief for every bidder, verify local compliance evidence and compare lifecycle cost rather than equipment price alone.
Compare a complete project quote, not just equipment prices
For industrial projects from USD 250,000, ask every bidder to return the same scope schedule. A manufacturer, component supplier and design/build contractor may offer different boundaries: an advertised product range does not prove complete EPC capability or local service coverage.
Cold storage cost by tonnes and temperature: what belongs in the quotation?
A turnkey cold-store quotation needs more than stored tonnes and a room setpoint. Specify product, peak inventory, daily receipts, entry and target core temperatures, usable space and site conditions. Separate storage from blast-freezing throughput, then define new-build, expansion or retrofit scope. Request comparable exclusions and acceptance criteria; capacity alone cannot establish an installed price.
| Project | Capacity and temperature inputs | Quote boundary |
|---|---|---|
| New food cold store | Product; peak stored tonnes; pallets and density; tonnes/day received; arrival temperature; room and product-core targets. | Usable volume, envelope, civil works, refrigeration, utilities, installation, commissioning and exclusions. |
| Blast-freezer installation | Product and packaging; tonnes/batch or tonnes/hour; entry and final core temperatures; cycle time, loading and defrost windows. | Guaranteed product-core duty under agreed test conditions; distinguish batch throughput from continuous line throughput. |
| Warehouse expansion | Existing and additional inventory; peak simultaneous receipts; temperature zones; survey of plant, power and structural capacity. | Live-site interfaces, isolation, temporary cooling, downtime, controls integration and staged commissioning. |
| Refrigeration retrofit or replacement | Existing equipment and refrigerant; condition survey; measured loads and energy boundary; proposed duty and outage window. | Reuse versus replacement, safety review, refrigerant recovery, demolition, controls, local approvals and performance acceptance. |
Product temperature examples are not universal food-safety specifications. Have the responsible food-safety and refrigeration specialists approve product targets and design conditions. State currency, taxes, freight, tariff date and exclusions in each offer; do not infer USD/tonne from an equipment-only price.
Buying a refrigeration plant for a project abroad
Keep the buyer's country, equipment origin and project destination separate. A cross-border turnkey quotation should name the installation site, shipment term and named place, importer, local installation team, approval responsibilities and acceptance tests. Compare landed and commissioned scope—not an export equipment price alone. In the project RFQ, use the installation country; record the buyer and supplier-origin preferences in the brief.
- Define the destination site: city, capacity, product temperatures, utility survey and operating conditions; list the buyer's legal entity separately.
- Ask for the Incoterms® rule, edition and named place; allocate freight, insurance, customs clearance, duties and taxes explicitly. Ask a qualified customs adviser to confirm classification and applicable charges.
- Name who checks destination building, electrical, pressure-system, refrigerant and food-sector requirements. Request the local installation and service plan; an overseas office alone is not proof of this scope.
- Align currency, quotation validity, payment milestones, exchange-rate assumptions, warranty territory, spares, training and loaded-site acceptance. Identify excluded civil works, power upgrades and temporary cooling.
Incoterms® allocation is not a complete turnkey contract: agree design, commissioning, guarantees and dispute terms separately. ColdMatch reviews the project and organizes supplier responses; it does not provide customs, legal or engineering approval. External financing is optional and requires separate consent.
ICC: Incoterms® rules and their scope| Decision | Evidence to request | What can make offers incomparable |
|---|---|---|
| Warehouse holding or blast freezing? | Stored pallets and turnover; product mass per batch, entry/core temperatures and required cycle time for freezing. | Holding-room volume used as a substitute for process pull-down duty. |
| Equipment package or turnkey design/build? | Named responsibility for civil works, envelope, floor frost protection, refrigeration, power, controls and commissioning. | Unpriced interfaces, freight, duties, permits, installation or utility upgrades. |
| Expansion or new facility? | Site survey, existing plant condition, available power, outage windows and temporary storage plan. | Lost production and temporary cooling omitted from the programme. |
| Lifecycle cost and performance | Annual kWh assumptions, tariff, operating hours, load profile, water, maintenance and replacements; kWh/kg with a defined boundary and throughput. | Different ambient conditions or occupancies; energy per stored kg compared with energy per frozen kg. |
| Acceptance and local support | Agreed temperature-mapping conditions, measured product-core performance where relevant, alarms, training, documentation and service exclusions. | A room-air setpoint presented as proof that product freezing or loaded-room performance is achieved. |
Worked scope example — assumptions, not an engineering design
Suppose a buyer plans 1,000 pallet positions and receives 20 tonnes of food per day. Pallet positions describe holding capacity, not blast-freezer throughput. Before a quotation, record which products arrive already frozen, which need cooling or freezing, their entry and target core temperatures, batch size and permitted cycle time. The engineer then calculates separate holding, pull-down, door and process loads; no equipment capacity or price follows from these two inputs alone.
Choose the next decision before asking for a price
- 1.Scope incomplete: define throughput, temperatures, site constraints and exclusions before seeking comparable prices.
- 2.Own design team: compare equipment packages with explicit interface responsibilities.
- 3.Need one accountable contractor: request a turnkey scope and verify the contractor's actual design, installation and local-service responsibilities.

Country-specific planning priorities
Regulations and codes
Federal rules sit alongside provincial building and safety codes.
- CSA B52 Mechanical Refrigeration Code sets safety rules for machinery rooms and refrigerant charges.
- CFIA Safe Food for Canadians Regulations cover licensing, preventive controls and traceability for food businesses.
- Health Canada Good Distribution Practices (GUI-0069) apply to storage of drugs, including temperature mapping.
Cold-climate design
Winter conditions change both energy use and building details.
- Free cooling and heat recovery can cut energy use in winter months.
- Dock seals, vestibules and door heaters reduce ice build-up at loading doors.
- Snow loads and very low ambient temperatures affect roof design and condenser selection.
Typical projects
Projects range from regional distribution to export processing.
- Food distribution centres around Toronto, Montreal, Calgary and Vancouver.
- Seafood freezing and storage in Atlantic Canada and British Columbia.
- Pharmaceutical warehouses serving national distribution.
A supplier-ready procurement sequence
- 01Confirm products, daily throughput, storage duration and temperature zones.
- 02Convert demand into room layout, pallet positions, cooling duty and utility requirements.
- 03Record local permitting, refrigerant, food or pharmaceutical obligations in the same brief.
- 04Issue an identical RFQ to qualified suppliers and compare exclusions, controls, commissioning and service coverage.
- 05Complete engineering and local compliance review before contract award.

What code applies to refrigeration systems in Canada?
CSA B52 is the main mechanical refrigeration safety code, adopted through provincial regulations. Local authorities may add requirements, so confirm with the jurisdiction having authority.
Does cold weather reduce cold storage energy costs in Canada?
Yes, free cooling and lower condensing temperatures reduce energy use in winter, but heating for docks, offices and freezer floors must be included in the energy balance.
What licence does a food cold store need in Canada?
Businesses that import, export or trade food across provinces generally need a Safe Food for Canadians licence from CFIA, with a preventive control plan.
How do I get quotes for a Canadian cold storage project?
Prepare a one-page brief with location, products, temperatures, pallets and timeline. ColdMatch can review it and introduce independent suppliers.
How does ColdMatch select suppliers for this country?
ColdMatch first reviews project scope, location, scale and technical requirements. The team then contacts suitable suppliers on the buyer's behalf and presents organized responses; suppliers cannot buy a ranking or automatic shortlist position.
ColdMatch reviews the project brief, contacts suitable independent suppliers on the buyer's behalf and presents organized responses. It does not manufacture, install, guarantee, lend, provide financial advice or sell paid rankings.
Two procurement paths
Competitive quotations or one accountable EPC partner
For commercial and industrial projects from USD 250K+. ColdMatch reviews the project, contacts suitable independent manufacturers, integrators or EPC contractors on the buyer's behalf, and presents organized responses for comparison. Final execution responsibility remains with the selected contractor or supplier.
A. Multi-supplier procurement
One structured RFQ, comparable quotations from several technically relevant suppliers. Best when you manage the design or want to benchmark equipment packages.
Start a multi-supplier RFQB. Turnkey EPC matching
One accountable manufacturer, integrator or EPC contractor for the complete scope: thermal design, refrigeration plant, panels, racking, automation, controls, backup, shipping, installation, commissioning, training, warranty and maintenance — delivered by the contractor, not by ColdMatch.
Start a turnkey EPC briefTurnkey, EPC and supply: direct answers
- What is a turnkey cold storage project?
- A project where one accountable manufacturer, integrator or EPC contractor delivers the complete facility — design, refrigeration plant, insulated envelope, installation and commissioning — under a single contract with single-point responsibility.
- What does a refrigeration EPC contractor provide?
- Engineering (thermal load and plant design), procurement of equipment and materials, and construction: installation, commissioning, training and handover, usually with warranty and optional maintenance.
- What information is required before quoting a cold store?
- Product stored, temperature zones, storage volume or pallet positions, daily throughput and entry temperature, site and ambient design temperature, power supply and backup, redundancy level, scope of supply, budget and project stage.
- Can one contractor deliver the complete cold-chain project?
- Yes, for many projects a single EPC contractor or integrator can take full responsibility. Very large or multi-site programmes sometimes split civil works, refrigeration and automation between specialists.
- What does commissioning include?
- Pressure and leak testing, refrigerant charging, start-up, pull-down to design temperature, controls and alarm verification, performance testing against the specification, operator training and handover documentation.
- Does ColdMatch install refrigeration systems?
- No. ColdMatch does not engineer, install, commission or operate anything. Its team reviews the project, contacts suitable independent manufacturers, integrators or EPC contractors on the buyer's behalf and presents organized responses; execution responsibility stays with the selected contractor.
- Does ColdMatch provide financing?
- No. ColdMatch is not a lender or bank. It may introduce qualified projects to independent third-party financing providers for evaluation; approval and terms are decided solely by those providers.
- How are refrigeration suppliers selected?
- Each request is reviewed manually. Suppliers or EPC contractors are shortlisted against the stated scope, technology, country, project scale and comparable references, and the buyer makes the final choice.
- What is the difference between equipment supply and full EPC delivery?
- Equipment supply covers delivered hardware only; the buyer manages design, installation and interfaces. Full EPC delivery puts engineering, supply, installation and commissioning under one contractor with single-point responsibility.
